Send email message to all volunteers of a particular city #382

Administrators (and eventually coordinators #355) should be able to send an email message to all users doing volunteer work on a particular department. There should also be an opt-out.

Is there a particular place in the UI or UI mockup that this should be implemented with?

We don't have a UI mockup for this, however the best place for this feature in the UI would probably be on the "Volunteer" page (https://openoversight.com/label - note this requires sign in). I could imagine an "Email volunteers" button that only appears for administrators next to these buttons that we have for each police department:

Note that this is just a suggestion, input is very welcome on that!

A volunteer who has done work on a particular department would be anyone who has uploaded an image or identified an officer from that place correct? There's no option to choose which department you're working on, just based on your previous work?

Currently we don't track which user account uploaded a particular image, so someone that has done work would be anyone that has sorted images or identified officers in that department. You can determine which users this is via the Image and Face models.

This sounds like a very interesting idea to me. Probably should give people an option to opt out of those emails as well. Could even go a step further and give people the option to opt-in to some kind of email notifications if there are new images to sort through
