`one_drx_server` - Internal command propagation isn't working #19

It looks like internal command propagation (TBF triggering, BAM coefficient changes) are not going out from ndp0/not making it to ndp1. This also seems to extend to DRX commands not making it to the T-engines.

Restarting the ndp-control service fixed this.
