libwebrtc.aar file not found while building #2

While building project it is throwing error on libwebrtc.aar file not found The URL given for the file in code app build.gradle is:

https://s3-ap-northeast-1.amazonaws.com/libwebrtc-test/libwebrtc.aar

Which is not Accessible.

Can Someone please help with this ? Thanks.
