Fix bqx tests

[gfr10598]

Upstream libraries have added fields. PolicyTags and Location are causing problems, and this PR fixes those tests.

Note that go/bqx and go/bqext are deprecated. Working on parallel PRs to remove dependencies on these so they can be deleted.
