Adds 'Region' column back into mlab sites csv #45

This PR adds the column 'Region' back into the sites spreadsheet because the Pipeline does use it. The previous commit on this file inadvertently removed the column. @iros PTAL?

Yeah, the travis build was in progress and I don't think ever worked. Needs to be revisited. @georgiamoon do you think we should just remove the Travis bits that are running currently on commits to this repo?
