Currently the pipeline Makefile has some pinned requirements:

ipaddr>=2.1.11
sqlparse>=0.2.0
google-cloud==0.27.0
google-cloud-happybase==0.26.0
google-api-python-client==1.6.3

Noting this in an issue to review in future updates to attempt reducing technical debt at the request of @pboothe
