Option to 'fuse' consecutive updates in journal (running rebase), while still emitting intermediate updates. Relates to #31, but @update notation not required.

To do:

[x] Explicit last-operations unit test in SuSetDataset or DatasetEngine
[x] Chaos compliance test with growing count of clones
[x] Default debounced admin can still end up re-constructing a huge update
