[system] - Remove starter kits to their own repo #524

The starter-kits for new app scaffolds need to be put into their own repositories. This is so the code can be templated to generate the scaffold.

See issue about copying starter-kits to be their own apps.

I've decided not to do this. Starter-kits will stay in the m8a monorepo for now.
