Adding 2 helper scripts to ...

upgrade notebook requirements (tools/bash/upgrade_notebook_requirements.sh)
run notebooks (tools/bash/run_notebooks.sh)

Updating notebook YAMLs to ...

add missing requirements and update versions
add new image field to run outdated notebooks (AIF360, ART) with old version of tensorflow:2.3.0

TODOs:

parameterize scripts
update notebook run template in mlx repo to use the Docker image from the notebook YAML's image field
