Implement: Add a "Quarantine" button to safely pause a bot after next task #123

Add a button "Quarantine" to both /restricted/bots and /restricted/bot/XXX 
where the bot would be put in mode "quarantine". Quarantined bot would not be 
able to request tasks. This permits off-band management tasks.
