VS2022 "Re-Open Closed File" never enabled #117

Describe the bug After closing a file the "Re-Open Closed File" menu item remains disabled and never allows reopening a file

To Reproduce Steps to reproduce the behavior:

  1. Open a file
  2. Close it
  3. Alt-F
  4. "Re-Open Closed File" is disabled

Expected behavior Expect re-open to be available after a file is closed

Additional context Microsoft Visual Studio Community 2022 Version 17.4.3 VisualStudio.17.Release/17.4.3+33205.214 Microsoft .NET Framework Version 4.8.04084
