Incorrect recognise HTML link as BASIC format

The resource format analyser seems incorrectly tag the HTML format URL resource as BASIC format.

p.s. seems only reproducible in cluster & in CI: https://github.com/magda-io/magda-minion-format/runs/7277020320?check_suite_focus=true
