Painbuild does not allow editing of terrain #71

Steps to Reproduce this Bug

  1. First, I enabled the permission painbuild for all enemies of a faction.
  2. After turning off override and enemying myself with said faction, I attempted to break blocks inside of land claimed by the faction.
  3. I took damage but was forbid from editing terrain
  4. I then enabled the build permission for enemies of the faction, to see if I needed both enabled for enemies to build while taking damage.
  5. Doing so allowed me to build/break blocks as if painbuild was not enabled (Override was still not on)

Observed Results

I was not able to break blocks when pain build was enabled in an enemy faction

Expected Results

I thought I would be able to break blocks whilst taking damage.
