Permsission icons don't work when resource allocation is only allowed in a specific time

What steps will reproduce the problem?
1. Set allocation permission to the test resource to a specific period for one 
user
2. switch to the user and create a new reservation for the test resource in a 
period not allowed by the resource permissions

What is the expected output? What do you see instead?
A red icon should indicate, that the user lacks permission but it is marked 
green. Consequently a securtity exception is thrown on reservation save.
