Define IAM Users in Terraform #33

There are a few IAM users that were created for use with Jenkins:

A user with permissions restricted to creating instances on EC2 for the dynamic slaves plugin
A user with permissions to upload build artifacts to S3
A user with permissions to upload deployment artifacts to S3

These were created manually in the AWS GUI. We should define them in Terraform. This should have been done from the start.
