Fix Dev Environment Provision #60

Hi Stephen,

For a test, all you would need to do is run make env-jenkins-dev-aws and make sure the provision runs through successfully and that Jenkins is up.

You need to set the WINDOWS_DEV_ANSIBLE_USER_PASSWORD on your host (password is in the updated Keepass database). The README has also been updated for that.
