[Feat] Create Select Year and Data Page #8

Be sure to only highlight the button as green if the user has both selected a year an at least one option from the radio button group, this page is routed to after the log in page

For now add a dummy dropdown in place of the year dropdown to the page since the select year component is not yet in main.

Also feel free to remove the sessions radio button from the radio button group, there has been a very slight change to the UI regarding sessions
