What does "supported by data" mean? Must the data pre-exist?

It means it's not something I made up just now. It's based on something available; can be inferred

Are we creating "models" of land use? I though the object was to create "data", or to be as explicit as possible, spatial data that codes land according to a particular land use classification system.
