Currently land use classification systems ought to specify their purpose. Should they also specify their scope in terms of classification space? Classification systems do not all need to be all-encompassing and may leave much land unclassified as "out of scope".
Examples:
Types of dairy farm systems (arguably Dairy NZ classification has this scope)
Types of conservation land (e.g. PAN-NZ would have this scope)
