It was discovered that black is still included (we moved to ruff-format) and pre-commit is 2 major versions out of date.
There is no associated issue.
To test:
All the builds should pass because they have fairly clean conda environments already. Developers likely won't notice the change.
This does not require release notes because it removes some dependencies that are developer only.
