Add a traffic layer to any Mapbox basemap using runtime styling.

We'd also like to add a sample view controller to the test app that lets you switch between a few basemaps, including a toggle to turn traffic on and off.

Status:

[X] Basic implementation.
[x] Fix line-width for different layers.
[x] Refactor based on line-width (to minimize number of layers).
[X] Added Cocoapods.
[ ] Work out Carthage.
[ ] Document how to use the traffic plugin.

Would like to have a few volunteers test out the installation and implementation in the next few days. My focus right now is to clean up the code.

This has landed #12
