This PR adds support for

Updating our gradle config to include the telem library
Adds TelemetryManager which wraps the telem library, to make it easy to use throughout our native android RN codebase
Adds MapboxManager so we can keep track of our access token and anything else we might want to add here in the future

@electrostat @zugaldia would one of you mind reviewing my initial setup with the telem lib?
