Add base of action we can use to build on top of #2

Start with a minimal action setup in this repo that can run in a workflow (doesn't need to be pushed to the marketplace just yet). Include a Dockerfile we can use to inject our own code into and use PowerShell as an entrypoint (makes @rajbos's life easier 😁.
