Creating a component to load the velocity parameters defined by the user in web.xml

In some cases, the user could have a local with no permission for creating velocity.log. So in this version, velocity log was disabled and was added the feature for add the logger you want via web.xml. Others velocity parameters can also be configured via web.xml. you can see it in the sample.
