[PATCH] add a thematic-commentmeta filter

hi! i'm writing a thematic child theme, and i needed a filter for the
comment-meta div, so i added one. patch against r658 is attached.

the code that generates the comment-meta div is in discussion.php, and
there wasn't a discussion-extensions.php file yet, so i added one.

i'm new to php, wordpress, and thematic, so feel free to yell at me about
style, etc, or otherwise let me know what would need to change for this to
go in.
