As a user I can create a new task from any page on the app so that I create one quickly rather than having to navigate to the separate tasks page.

Acceptance Criteria

[ ] When I am logged in, then I have the option to create a task from any page on the app
[ ] When I click the link, then I am taken to the 'new task' page
[ ] Then I am able to create a new task
