As a site developer I can create and style base React components so that I can continue to reuse these when designing the website, saving time to focus on other parts of my code.

Acceptance Criteria

[ ] Create base components for:
- [ ] side navigation bar
- [ ] quick links at top of web app
- [ ] asset (loader)
- [ ] page not found
