Impossible to access deskbar properties when full of apps #874

Expected behaviour

an always accessable sub menu in each item for accessing the deskbar (panel) menu

Actual behaviour

When the deskbar is full of opened applications it is impossible to access its properties by right-click because each item returns its own menu. I suggest a new sub-menu into all widgets (app list, app launchers etc...) called "deskbar properties".

Steps to reproduce the behaviour

open many windows until the deskbar is full.

That's possibly the first actually practical fix for this I've heard of. We will have to check though to see if the app opening the menu is able to access the panel functions needed for this or are they private (and thus not accessable from another application). If that turns out to be the case, maybe the main menu button and main menu bar would be another place this could go.

Note there is a keyboard shortcut "Move between panels and the desktop immediately" (Ctrl+Alt+Escape by default) in the keybindings. You can use this to set focus to the desired panel and after that use Shift+F10 (or Menu key) to display the panel menu...

This should be accessable by mouse right-click somewhere.
