port to Python3 #41

Requires https://github.com/mate-desktop/mate-menus/pull/60 to work.

As in mate-menus PR, Python 3.5 is used as minimal requirement since it's Python 3 version in Debian Stretch. Can be lowered if we find any supported distros with 3.4, 3.3, etc.
