Add a force-measuring system to the pmd devices #81

As force-measuring systems are used in different scopes, I would like to suggest to add it to the pmdvo-devices instead of an application ontology (e.g. TTO).

I changed it according to your message, thanks for having a look at it. I also just noticed, that there is in fact a class https://w3id.org/pmd/co/LoadCell, which is not a subclass of measuring device? I think it should be considered to make https://w3id.org/pmd/co/LoadCell a subclass of the more general https://w3id.org/pmd/co/ForceMeasuringSystem. Please note: the ISO standard for tensile test uses the general term force-measuring system. That's why I think it would be beneficial to go with this general definition in the devices module.
