Make the Windows setup request a restore point creation #558

The following code should be checked against W7/W8/W10: http://www.vincenzo.net/isxkb/index.php?title=Create_Restore_Point

Restore points can be disabled, installer should not fail in such case.

Note that Windows >= 8 only creates one restore point each 24H.
