Fix character encoding issues on Windows #639

device names may be not correctly displayed in cmd.exe
translations may be not correctly encoded in log file

Test on W7 FR: log file ok, unable to display utf-8 chars from gettext strings or device names Test on W8 ENG: log file ok, unable to display utf-8 chars from gettext strings or device names, curses window borders do not appear.

Everything seems ok on W10 FR. Issue on W8 may be due to system language, and W8 has a small market share, so it is acceptable. W7 will be EOL from January 2020, so don't care about it.
