compatibility with consent managers when doing server side tracking #900

Some parts of Matomo for Wordpress (specifically the woocommerce integration) perform server side tracking. Consent managers generally work only on the frontend, however, so we should double check that we are not sending server side requests when a user does not consent client side.

Specific consent manager to check: Borlabs Cookie, maybe some other top used wordpress plugins.

This must wait until mid-November. According to Borlabs Cookie support, they will be releasing a new major version around then.
