Perform releases with GitHub Actions

We perform the releases manually on our developer machines. These builds are not reproducible and require a specific setup.

As a solution we would like to use GitHub Action. The workflow already exists, but we have to add the necessary secrets to it:

• GPG_PRIVATE_KEY
• OSSRH_USERNAME
• OSSRH_PASSWORD
• GPG_PASSPHRASE
• GITHUB_TOKEN
