Global websites settings confusion

Hello, i think the settings in the Page "Global websites settings" are confusing by his functions. There are functions mixed to exclude parts from tracking or prevent tracking. Its also misunderstandable by this was is needed by the users. Example: The user needs a function to prevent tracking with a URL query string. Available is a function to exclude Query URL parameters from tracking, but this don't prevent the tracking. In the next box, the user can input user agents to prevent tracking. In the next line, the user can input referrers to exclude from referrer detection, and this also only for exclude parts and don't prevent tracking. By URL fragments also only exclude parts from tracking and not exclude the visit from tracking.

• Global websites settings -- Global list of Query URL parameters to exclude [only parts excluded from tracking] -- Global list of user agents to exclude [prevent tracking] -- Global list of excluded referrers [only parts excluded from tracking in specific situations] -- Page URL fragments tracking [only parts excluded from tracking]

It was better and more understandable and more functionable to give the users two categories and more options.

First: prevent tracking with:
-- Global list of Query URL parameters -- Global list of user agents -- Global list of referrers -- Global list of URL fragments

Second: exclude from tracking with:
-- Global list of Query URL parameters -- Global list of user agents -- Global list of referrers -- Global list of URL fragments

Yes, this is a complex Issue. Make matomo better!
