update testing framework #298

https://github.com/matsengrp/cft/tree/master/tests exists and there is a wercker build (@matsen @metasoarous whoever is in charge of that may I have permissions to access it please? I am eharkins there as well - thanks!).

However, the wercker build doesn't seem to have passed for some time and I do not run the tests in the tests dir, but instead try to tailor manual test runs to cover the cases I think I might have affected with each change.

This is obviously less than ideal from a development perspective. In general it also would just increase reliability of the pipeline if I get some tests going again.

Will start small, but a goal is creating a container for the environment so that we can run these via CI somewhere.
