I've taken another read through. I agree that moving the detailed background out of the sabbatical request memo would be good. You could attach a short position paper with this material if you wish, but I think it might be better to keep things at a high level. More detail is likely to paralyze EJ and delay a response.

I might suggest summarizing the high-level objective of your sabbatical work as exploring how we as a national center can stimulate and support the emerging green economy, acting in the national interest.

I would suggest moving the monetary implications to the end. I also strongly recommend that you state explicitly how you want the savings to base from your sabbatical funding to be directed within the lab. Don't give them the opportunity to use it to fill random shortfalls. Leverage it to your advantage.
