It looks like I can't easily track if a transaction has been refunded after the fact (say on the Paypal website), but I can allow refunds on the transaction page, which would give me all the info I need to record and properly...and therefore total numbers properly and so forth.
BTW: learned that the paypal fee does not appear to be refundable. Also, you can refund as little or as much of the whole transaction that you want...which could be a good idea if, say, someone paid for someone else's auction item.
