Create OS landing zone management group #49

To be consistent with where this has been done previously, have a specific LZ mgmt group for "OS"

Added policy to example "OS" management group- Only approved VM extensions should be installed

Added initiative for Configure machines to automatically install the Azure Monitor and Azure Security agents on virtual machines
