Capturing the issue raised during OIDF SIOP Special Topic call on Feb-02-2021 regarding framing/naming of the scope of this work.
There were several comments that this work is not about porting identifier themselves, rather it is about cryptographic keys used to prove control over identifiers being portable. Suggest discussion WRT both keywords "portable" and "identifiers".
Some naming suggestions were "Portability between Identifiers" rather than "Portable Identifiers"; Inter-Identifier Portability (IIP), and a blessing to have a long descriptive name with a cool acronym (like PKCE :P)
