[🐛] Emails not being sent when importing private members to an assembly #3

When I imported the CSV of private participants into the General Assembly, it said that it had sent an invitation to folks who were not currently members, but the invite was not emailed. I had to manually click to resend, when it was sent immediately - maybe a cron has to fire or something to process a queue? If so would be helpful to know the timings to wait.

It is a long standing bug, will try to reproduce on 0.27. This bugs existed on 0.24 for sure.

I can raise a bug if needed! Workaround: Manually send the invitation.

This is now working - I think it was that the outbound service wasn't working properly before. Members imported to the general assembly are getting the invitation correctly.
