Cleaned up build/linter errors #438

Trying to get the build back to green. I suspect some of what I removed was speculative/in-progress/dev code that will need to be added back in later. But in the meantime, trying to keep the main branch error-free.

CI is passing now, but I could use that dockerfile commit, may cherry pick it
