make bower, grunt explicitly installable #38

Could you default them to true as I think that's more common and doesn't break existing configs?

before, these two were installed by enabling nodejs. now, these two will break the puppet run if enabled with nodejs disabled. nodejs is still disabled by default, so i think, by default, these two should be disabled, too.

did i miss something? :D
