Add Helm chart-releaser action #6

Adds the chart-releaser-action on merges to main, so charts will be automatically published when there are changes.

Also pins the SHAs of GitHub actions in the existing lint-and-test action, as a best practice. Sorry to toss that commit in here, LMK if I should make a separate PR.

Let's merge this before #3 or #4, so we can verify it's working as expected.
