Enabling $HOME/.config/compleat or $HOME/.cache/compleat rather than ~/.compleat.

why hasn't this little problem been solved after eight whole years? Is it that hard to implement?

Because this is an open-source project and therefore volunteer work. Project maintainers don't owe us their time.
