Streamline adding new grants #97

Currently, there is a script and template that will add new grants, but the template could be a bit more intuitive, e.g. if there is no value for theme, then the value will need to be [] (not an empty string), since theme's columnType is a StringList.

It will be nice to automate the creation of new institutes as well (is it possible?)

This will no longer be needed, as creating dummy files for unique IDs is no longer the approach we want to use.
