Configuration can be accessed by user #19

There is little point in having the ConfigAdmin service if we can't access any of the configuration outside of the code.

The configuration admin service should be accessible via an API.

Temporarily moving this back to Ready while we investigate the viability of using the full karaf webconsole on the robot, which would replace the need for a fully featured API.

Gonna reschedule this to the 0.3.0 release in order to get the initial karaf stuff out earlier.
