Bundles can be stopped, started, and hotswapped by user #20

The same REST API that powers #19 should be able to provide stopping, starting, and hotswapping functionality for bundles.

It should also obviously have an endpoint to list all the running bundles.

Gonna reschedule this to the 0.3.0 release in order to get the initial karaf stuff out earlier.

So long as the SSH server proves to be lightweight enough for the available memory footprint, this is fixed by 6997515b5f80365a05bf85648be70f98eb3a3158.
