added importlib_metadata as build requirement #172

Added importlib_metadata as build requirement to fix failing cp37-* wheel builds

Thanks @MilanKlausz . These changes are now (with slight adjustments) part of NCrystal v3.8.2, and it seems the pypi deployment jobs ran fine!
