Upgrade to 1.19 for us-west-2

I feel like I should ask why the workers are blue as opposed to other colors, but that's no obstacle to an r+.

Brett was nice enough to just take my advice to name the worker groups blue/green back and forth forever. I stole it from, https://martinfowler.com/bliki/BlueGreenDeployment.html - figured it'd be better than new-workers, then new-new-workers etc. But it is pretty arbitrary.
